Celebrating 20 Years of Educator Impact
In this edition of our 20 Years, 20 Stories series, we spotlight Dr. Cleo D. White, Sr., a dedicated Texas educator whose journey from social work to special education leadership began with a deep desire to serve. A 2016 graduate of Teachers of Tomorrow, Dr. White brings energy, compassion, faith, and an unwavering sense of purpose to every role he takes on.

Built to Serve 

Dr. White’s professional journey has always been centered on helping others. He spent over a decade working in child welfare in Connecticut, serving as a Social Worker and eventually a Lead Children Services Worker. Through that work, he became deeply familiar with the barriers many children face—and committed to doing something about it. 

“I was a social worker for the state of Connecticut… I always had a desire to teach, I just didn’t know how I was going to do it.” 

When he moved to Texas, he saw a new opportunity to fulfill a long-held goal. 

“When I moved to Texas, I was introduced to Teachers of Tomorrow… I went on the website, and it was just really easy to sign up.” 

Teaching wasn’t just a career change—it was a natural extension of his mission to serve and protect children in meaningful ways. 

Finding the Right Fit 

Teachers of Tomorrow gave Dr. White a flexible, accessible path to the classroom that matched his lifestyle and drive. 

“I was looking for a program that was flexible, where I could still work, and do the coursework at night. It was very convenient.” 

He earned his special education certification in 2015 and joined Fort Bend ISD, where his leadership potential quickly became clear. 

From Teacher to District Leader 

Dr. White rose through the ranks with purpose and dedication. He began as a teacher, became a Program Specialist, and now serves as Program Manager for Special Education, overseeing programs that impact student success across the district. 

Alongside his growing leadership responsibilities, Dr. White pursued higher education, earning his Doctor of Education (Ed.D.) in Professional Leadership – Special Populations from the University of Houston. His work focuses on improving outcomes for students with diverse learning needs and supporting teachers through inclusive, culturally responsive practices. 

“Education is a ministry for me. It’s a way to serve, to show the love of God to others, to bring light to dark places.” 

Energizing the Profession 

With his creative spirit and uplifting energy, Dr. White finds ways to connect with students and staff beyond academics. His background as a musician, licensed social worker, and motivational speaker shines through in his leadership. 

He uses professional development sessions, campus visits, and one-on-one coaching as platforms to uplift educators and celebrate their growth. 

“Bring energy, bring light, and bring joy—because our kids need it.” 

Whether he’s mentoring new teachers or encouraging a room full of administrators, Dr. White believes joy and presence are some of the most powerful tools educators can offer. 

A Word to Aspiring Educators 

For those considering a career in education, Dr. White offers grounded advice: 

“Stay encouraged. It gets hard sometimes, but remember why you started. That’s what’s going to push you.”
